Use a Hyoi Pear on the island (or near it) to control a seagull. Then, fly the seagull into the item on the island's highest peak and return control to Link.
Submarine

Enter the submarine northwest of the island. Defeat all 16 Bombchus inside to lower the ladder to the chest. This also removes the flame ring around the exit ladder, allowing you to leave the submarine without a savequit.
