This lookout platform is slightly west of the island. Destroy the cannon on the platform to spawn the chest.

Sail to the southeast corner of the quadrant to find a submarine and four rafts. The chest sits on the southwest raft.
Submarine

Enter the submarine in the southeast corner of the quadrant and defeat all the Bokoblins inside. Doing so will drop a ladder. Climb the ladder and walk forwards to spawn the chest.

Open the treasure chart for Five-Star Isles and salvage up the treasure using the Grappling Hook. Without randomized charts, the chart for Five-Star Isles is Treasure Chart 33.
